Waist is measured from side seam to side seam across the front across the elastic band  (double to get the circumference), and then it measured across while the waist band is stretched out ( double to get the circumference).  The hips are measured from side seam to side seam across the front at the widest point.  The length is measured from the waist band down to the hem.  The inseam is measured from the crotch seam straight down to the hem.
X-Small: waist is 11.5" (23" around) and will stretch to 16.5" (33" around), hips are 19" (38" around), length is 30.5, inseam is 20"
Small: waist is 12."5 (25" around) and will stretch to 18" (36" around), hips are 20" (40" around), length is 31", inseam is 20.5" 
 Medium:  waist is 13.5" (27" around) and will stretch to 19.5" (39" around), hips are 22.5" (45" around), length is 31" , inseam is 21"
Large: waist is 14.5" (29" around) and will stretch to 20.5" (41" around), hips are 22" (44" around), length is 32" , inseam is 21"
X-Large: waist is 15.5" (31" around) and will stretch to 22" (44" around), hips are 23.5" (47" around), length is 33", inseam is 21"
1X:  waist is 18" (36" around) and will stretch to 24" (48" around), hips are 26" (52" around), length is 33.5", inseam is 21.5"
